rechargeable batteries used in these lights fails after few recharge and hence the emergency light stop working.

The circuit given here is not using any rechargeable battery, it is using three 1.5V AAA batteries which are very low cost now a days. For more light you can also increase the number of LEDs and connect each LED with its 56 ohms current limiting resistor same as we have connected the four LEDs. You can add 16 or more LEDs to the circuit. For best performance fit the circuit with batteries in a suitable enclosure.

Note: Many points of this circuit are at AC mains voltage. It could give you lethal shock if you are not careful. If you don't know much about working with AC line voltages do not attempt to construct this circuit.
