the IC2. The circuit has many different uses for example you can also connect a relay switch or a buzzer in the place of these LEDs and their 82 ohms current limiting resistors. The operating voltage of the circuit is 9V to 12V DC.

The circuit is divided in two parts or sections, both the ICs are working as astable multivibrator in the circuit. The first part of the circuit is charges the capacitor through the 2N3904 transistor. The charging cycle can be adjusted with the 100K variable resistor. When the 1uF capacitor become charged it activates the 2N3906 for few seconds and then the transistor slowly gets off. Due to which the flashing speed of the LEDs will also get slower in few seconds and again gets fast.
