devices with your car battery but from any 12 volt, 9 volt or 6 volt battery and power supply.

The BD139 or BD135 transistor is used to increase the output current of the circuit to operate high current devices. You can also convert 12V to 3V with only zener diode and a resistor but it will not provide much current. 

The output current of the circuit is around 1A. For higher current requirements use transistor with higher current ratings for example use TIP31 for around 2 ampere current requirements. The transistor become hot during the operation due to which it is essential to use a suitable heatsink.
