The circuit is divided in three stages, first stage is a dark sensor built with a 2N3904 transistor, LDR, and a 100K variable resistor to adjust the sensitivity. The second stage is built with a 555 timer IC to provide positive pulses to IC2. The third stage is a fluorescent lamp driver which is also built using a 555 timer IC. It can drive any flourscent lamp of 5 to 35 Watt. The 12K variable resistor is used to adjust the bright of the lamp.
